I assume you're refering to the proposal by Jeff Kent that the boom jaw requirement be removed from the DN rules (?). I don't remember the exact wording, but if I remember correctly, all it does is make the jaws optional. If you want jaws (that don't affect mast-rotation) you can have them, but if you don't want them you can leave then off.
BTW, the logic is that with the recent trend to pulling hard on the boom to de-rotate the mast, the jaws never contact the mast.
